Dear Mr. Secretary,

On behalf of Iran National Council (in Persian Šurā-ye Melli-e Īrān) and its President Reza Pahlavi, it is with great pleasure that I have the privilege to congratulate you on your appointment as the U.S. Secretary of State. Iran National Council wants to be an umbrella for all forces desiring the establishment of a free secular democratic state in Iran.

Your appointment, Mr. Secretary, comes at a time of optimism and happy renewals. First of all, the Spring Equinox can be celebrated today at 12:15:28 pm marking the renewed revolution of the Earth, a renewal of life on earth that reminds us how fragile is our existence on this planet and how much solidarity is in our destiny as the human being. Please accept our best wishes for the new astronomical year Iranians around the world continue to celebrate, also our best wishes for the Gregorian year of 2018. 

Mr. Secretary,

There are also political renewals to celebrate, many of them thanks to President Trump's exceptional courageous leadership, notably his foreign policy of fighting against Islamic radicalism, a policy pointing towards world peace.

In the region of Western Asia where Iran is located we applaud the defeat of the brutal, uncivilized, radical Islamic gang called ISIS; and we applaud the positive change for more freedom in Saudi Arabia particularly for women. We are also watching with great satisfaction the positive development of the Korean peninsula, and President Trump's acceptance to meet with North Korean President. We would also like to congratulate and encourage President Trump in his opening for friendship with Russia, and we find the huge media pressures against such friendship unfortunate. We recognize Russia is part of the Western world, not an enemy of it, and that the world is a better place when USA and Russia work together, not against each other.

But the most exalting renewal happened in Iran. End of December and in January, Iranians all over the country marched in peace to protest against the economic difficulties and other insufficiencies, against mismanagements and corruptions, against the deplorable conditions of the environment, against social and political limitations, and to ask for a radical change, chanting slogans such as ‘'our revolution was a mistake'' and ‘'no more Mullah rule'', ‘'Iranian'' republic (as opposed to ‘'Islamic'' republic) or asking for the coming back of the former Constitutional monarchy, or Reza Pahlavi himself.  In many places, girls and women took their veil off in protest against the forced veil by the theocracy. This movement of discontent is continuing. Clearly, Iranians are now asking and seem ready for a secular regime to replace the present Islamic one. Singularly, on February 11, during the usual annual celebration glorifying the ‘'Islamic revolution'', President Rouhani, stunningly proposed a ‘'constitutional referendum'' to solve the problems, proposal which was not condemned by the Supreme Leader, M. Khamenei. Many figures of the opposition just recently signed a petition in favor of such a referendum and for a peaceful change of regime. We at the National Council for Iran, and Prince Reza Pahlavi personally, are welcoming such referendum for a peaceful civilized regime change, and are ready to enter into negotiations with the government of President Rouhani in order to guarantee the proper conditions for such referendum, notably to guarantee freedom of expression and the regularities at the ballot boxes. 

These are great news, Mr. Secretary of State, and we hope that you would compliment and encourage all parties, both the elected officials in the Islamic republic and the opposition to the regime, in working together for the success of such referendum. 

Mr. Secretary, we wish to thank you for the opportunity to express our friendship. No doubt, a free democratic secular Iran will be a friend to the USA as well as to all countries in the world, as Iran has always been until and before 1979. 

Looking for a year of world peace, and for a peaceful, civilized and successful constitutional change, for a free and secular Iran,
